Seatbelt Retractor

Has anyone figured out how to get into the retract portion of the front seatbelts? There's a heavy plastic like cover over the spring area.My seatbelts are in fine condition, but the retract function is inop.Fortunately, they are extended & useable, but I'd like for them to work.
