The set up that I have is the washer , jack handle attached with the bolt/ The jack is under the left side of the spare. I was told that this set up is wrong?

Tom,
I have the jack handle stored under the tire with the jack, the bolt coming through the center of the wheel with the washer and the the wing nut. I have not had anyone comment on it since I changed it to this arrangement.
As you know I have the style steel wheel just like you.
