1968 Fog Lamp Hardware

I have the original hardware for the Fog lamps. They were rusty and had been painted black. What was the proper plating? I am guessing the long bolts were Phosphate and the lock washer brite Zinc along with the four square washers? I found some remaining brite zinc on the square washers. Any input would be appreciated. Thanks!

You have four square washers? 2 for each side? I only have one for each side.

Here is a drawing of how the square spacers are supposed to work.

The only catch is that the rubber grommets may push against the spacers so you may need to enlarge the holes in the spacers or trim down the rubber grommets.
