What is with this distributor?

Are you talking about the black boot on top? It's just a cover to prevent water getting in there. Fairly common on the late model 5.0s.

I suppose the question is, do you need it? Have you ever had issues w/ water getting into your distributor cap?

Yes, these "covers" were factory stock on late model 5.0s, and they were meant to keep water/moisture out ... however, some have decided to toss them because they can also keep moisture in ...
