1968 Question about rear plate bracket

I'm waxing the GT/CS and have taken off the rear license plate to wax the valance. I noticed something for the first time. The bracket where the two rubber bumpers mount under the plate has two small holes. Each hole is approx one inch to the inside from each of those bumpers. Do all of the 68s have them, and does anyone know what they would be used for?

Should be only 2 holes for the bumpers. Possibly it is a reproduction or PO drilled holes to mount plate or frame from bottom.

The holes are very small, so it can't be for mounting the plate or frame. The backside of the holes are rough and there is no paint inside them. I suspect a PO made them for some strange reason.
