This is a dumb question but how do I keep the GT emblem on my wheels from raddling?

Not a dumb question at all. Cover the studs on the back sides with Gorilla Glue. As it dries, it will expand around the stud and clip. Be sure the back side of your center cap is clean before applying the glue. I did mine about 5 yrs. ago and is still holding. Good luck.
